Maryland legislators unanimously passed the Whole Watershed Act (SB 969/HB 1165), spearheaded by Senator Sarah Elfreth and Delegate Sara Love, marking a significant advancement in environmental conservation. This law initiates a five-year pilot program focused on restoring various watersheds to improve water quality and ecological resilience.

Endorsed by Governor Wes Moore, the Act follows recommendations from the 2023 Comprehensive Evaluation of System Response report, which called for innovative waterway restoration methods. Targeting five diverse watersheds, projects will address local ecological challenges while enhancing public access and wildlife habitats.

A State Management Team will supervise implementation, ensuring projects align with community needs. Both Elfreth and Love lauded the Act for fostering government collaboration. Environmental leaders praised its science-based approach and commitment to equitable stewardship, positioning it as a vital step toward restoring the Chesapeake Bay and Maryland’s waterways.
