On March 3, Director Dominic Butchko opposed SB 688, which would limit stream restoration methods essential for watershed management by banning techniques using heavy equipment. Counties argue that such in-stream restoration is crucial for stabilizing eroding channels, reducing pollution, and meeting clean water mandates, particularly in developed areas. Despite supporting stormwater controls and environmental design, counties believe SB 688 would eliminate vital tools needed for effective stream restoration and flood mitigation, hindering efforts to achieve Chesapeake Bay nutrient reduction goals.
